A comprehensive and informative explanation of how all this works can be found here.   Five clubs are thought to be potentially in difficulty: Aston Villa, Brighton & Hove Albion, Cardiff City, Fulham and Nottingham Forest.

It is thought that Forest will be unlikely to escape sanction, while Brighton have been hovering on the brink for years.   Apparently they would have failed under the old rules, but should get by under the new ones, but could be caught by the Premiership rules if promoted.   For Aston Villa, all depends on what happens next season.   Cardiff City have impenetrable accounts.

One disadvantage of the new arrangement is that clubs could be penalised because of a ‘rogue’ season they thought they had put behind them.
