Rugby has a stronger local culture which is true for most of the west country.  The peripatetic existence of Bristol Rovers in recent years has not helped them and both clubs would like to replace and upgrade their stadiums.   The local authority doesn’t seem all that helpful, however, and ‘Nimby’ forces are relatively influential.
