However, once again, the prospect of a legal challenge is not considered seriously.  Given that the rules have an uncertain legal foundation, clubs disadvantaged by them have every incentive to mount a legal challenge which could at least delay their implementation.

Let’s not forget that this is not just about fairness, but also about who gains and who loses.
