In 1996 Terry Venables became chairman after buying the club for £1, but by 1998 he had sold his shareholding Martin Gregory. In December 1998 Portsmouth went into financial administration and Milan Mandaric saved the club with a takeover deal in May 1999. In July 2004 the club was given the go-ahead for a £125m redevelopment of its Fratton Park stadium, a first phase seeing capacity lifted to 28,000 (from 20,000) and the second phase up to 35,000. In July 2006, Milan Mandaric transferred full ownership of the club over to Alexandre Gaydamak.
