Surviving on a budget

Both Norwich City and Swansea City are doing well in the Premiership this year despite operating on a low budget.  How is this possible?

If one leaves aside a small elite of world class stars, most players in the top flight are of a surprisingly similar standard.  Players from lower down the league system can make the transition.   The skill comes in distinguishing between players of real potential and hyped up journeymen.   A lot depends on the skill of the manager in setting aside the blandishments of agents and deciding who can really make the grade.
