A leading human rights group has written to the Premier League to challenge the right of ousted Thai prime minister Thaksin Shinawatra to own Manchester City. Human Rights Watch claims Thaksin is 'a human rights abuser of the worst kind' and should not have passed the Premiership's fit and proper person test. Thaksin denies the allegations and his lawyer said, 'The civil and human rights charges against him have never been proven.' However, Amnesty International has similar concerns and is willing to make relevant documents available to the Premiership. Thaksin has already passed the 'fit and proper person test' which the Premiership sees as a financial test leaving moral issues to the Government. The Thai Government could request Thaksin's extradition on pending charges, but the request would probably be denied on the grounds that it was politically motivated. However, the situation could change if the military-installed government was replaced by a democratically elected one. Elections in Thailand are scheduled for December this year.
